cover2-f-r.jpgPeriods following wars, conflicts and disasters have long been opportunities for channeling massive amounts of public and private money, and human and technical resources towards programmes that are aimed ostensibly towards rehabilitation and reconstruction in affected countries and regions.  They have also been opportunities for national and foreign governments, and multilateral agencies to establish new rules and policies for the provision of goods and services, infrastructure development and investment, and to reshape the geographical, economic and political contours of societies struggling with the aftermath of wars and disasters.  But to what extent do these programmes benefit local and national populations most deeply affected by wars and disasters?  Who really benefit from the massive infusions of aid and technical assistance that characterize rehabilitation and reconstruction programmes?

Derailersguidefinal.jpgTHE DERAILER'S GUIDE TO THE WTO provides basic information about WTO agreements, what is on the negotiating table for Hong Kong and the remainder  of the Doha Round (which will likely continue through 2006), and the main actors in these negotiations. It also offers ideas about how all those committed to social and economic justice can stalemate, or derail, this latest liberalization offensive through the WTO parading under the guise of "development".
Time is short and the issues are urgent and many. If we want to protect our commons, and our rights and capacities to shape development to meet the priorities of our communities and societies, it is imperative that we prevent a new trade deal from being reached in the Hong Kong Ministerial Conference and subsequent negotiations. That is, we need to DERAIL THE WTO!

When the Wind Blows: An overview of Business Process Outsourcing (BPO) in India

Introduction:

The movement of call centre jobs from higher-wage to lower-wage countries such as India is the logical progression of what might be called manufacturing and agricultural "outsourcing" over previous decades, as capital continues its reorientation of the world economy in the search for higher profit margins wherever they may exist.

 

Business Process Outsourcing is becoming a controversial model and is being discussed both in counties of origin as well as those where the work is being outsourced. People are working themselves into a frenzy in the boardrooms of India and the West.  The counteroffensive to these moves by pressure groups of various hues and stripes continues under the derisive "protectionist" label.  Trade unions in the US and UK and many parts of Europe are still deciding if BPO is one of the main reasons for job losses in their countries, and it is true that this indeed is the perception among workers there. Trade unions in India have very little presence in outsourced services, but many see it as a sector that offers jobs, even if a mere drop in the ocean in an employment starved country. And the Indian BPO employees themselves appear somewhere in the story.
