JOB PURPOSE
-To ensure the smooth and efficient running of the office finances for the entire organisation.
-Coordinate and undertake the financial reporting from all the 3 offices/sub-regions in Asia.
-The Finance and Accounts Officer will take a lead in financial management but will have opportunities to be involved in other activities according to their interest and abilities.
REPORTING LINES
The Finance and Accounts Officer will report to the Operations Manager (OM)
KEY RESPONSIBILITIES
Work patterns are not defined in detail but will be elaborated in discussions with the Operations Manager and Executive Director when they take up their posts.
Regional (involving three offices in Asia)
▪ Assist the OM and ED on budgetary and financial matters and perform related financial and accounting activities.
▪ Cooperate fully with the Operations Manager in the establishment of new organizational systems.
▪ In coordination with the OM, make budgetary transfers to country offices; keep requests, liquidation and other documentation for reporting purposes.
▪ Prepare consolidated Focus regional financial report/s for internal use, for external audit, and for submission to funders.
Bangkok
▪ Maintain basic books of accounts to reflect accurately the current financial status and ensure detailed records are kept, timely cash management is ensured and expenditure is in line with budgets.
▪ Handle all incoming and outgoing invoices and payments and manage the Focus bank account/s. Liaise with bank officials as necessary.
▪ Control disbursements and replenishment of a revolving fund.
▪ Maintain staff salary records in liaison with the Operations Manager and ensure staff are paid on time.
▪ Handle Focus’ compliance with statutory requirements on taxation, social security, and others.
▪ Prepare financial reports for specific projects/activities including conferences.
▪ Facilitate the conduct of annual audit in the Bangkok head office.
PERSON SPECIFICATION
Essential
▪ At least 3 years experience of successful financial management in an organisation.
▪ Formal training in financial management and/or a financial management qualification
▪ Ability to take the initiative and manage and prioritise a large volume of complex tasks, working to tight deadlines with limited supervision.
▪ A high level of integrity and ability to act discreetly and maintain confidentiality.
▪ Strong IT skills, including a good knowledge Word, Excel and Powerpoint and accounting software e.g. Tally.
▪ Strong written and oral communications skills in English.
▪ Strong written and oral communication skills in the Thai language.
▪ Excellent communication skills.
▪ Capacity to interact effectively with a wide range of people at different levels including donors, NGOs, social movements and government officials.
▪ Ability to work in a multicultural setting.
▪ Energy, flexibility and resilience.
▪ Proven commitment to social justice and sympathy with Focus’ vision and goals.
Desirable
▪ Broad understanding of development issues and Focus areas of interest

TERMS AND CONDITIONS OF EMPLOYMENT
The post is offered on a 2 year contract.
Salary Range: Baht 35,000-55,000 per month depending on skills and experience

Paid leave: 20 days of vacation leave (a maximum of 10 days can be carried over into the first month of the following year; up to 15 days sick leave; and special leaves – compensatory, bereavement, emergency, etc. – up to 10 days, only on approval by the Operations Manager
Relocation allowance (for staff plus primary partner relocation to Thailand from another country): roundtrip travel for every 2 year period; freight shipment cost up to a maximum Baht 50,000 or equivalent; month housing allowance of Baht 3,500 – 7,000
