Analyzing President Lula visit to a so-called “India Shining” |

by Raghav Narsalay On Sunday, January 25, 2004, India signed a preferential trade agreement (PTA) with Latin American trading block MERCOSUR at Delhi. Although the details of the arrangement are yet not made public, this PTA is said to pave the way for creation of a free trading block between MERCOSUR countries and India. This agreement was signed by Ministers from Brazil, Paraguay, Uruguay, Argentina with Commerce and Industry Minister of India (Arun Jaitley) in the presence of the Indian Prime Minister and President Lula of Brazil who is currently visiting India. Significantly, President Lula was also the Chief Guest at the 54th Republic Day Parade held on January 26, 2004 – a gesture which shows how important Brazil is becoming for the Indian government in its international and national diplomatic as well as political endeavours. |

Bangalore, September 10, 2003. Over 35,000 farmers from across Karnataka State converged in Bangalore- -the state capital--today to protest the start of the Fifth Ministerial Meeting of the World Trade Organisation (WTO) in Cancun, Mexico. The rallying cry of the farmers was, “Either food and agriculture must be removed from the WTO, or India must quit the WTO.” The rally was organised by the Karnataka State Farmers’ Association—Karnataka Rajya Ryota Sangha (KRRS) and joined by the Dalit Sangharsh Samithi (DSS) and representatives from the Tami Nadu Farmers’ Association. DSS members stood in front of the Mahatma Gandhi Park with nooses around their necks to bring attention to the alarming increase of farmers’ suicides in the state and chanted, “We must have justice.” |

New Delhi, 24-25 August 2003 Organised by Oxfam Trust, Oxfam (India Trust) and Focus on the Global South Civil society groups from across India met in New Delhi to discuss the implications of the 5th Ministerial Meeting of the WTO to be held in Cancun, Mexico from 10-14 September 2003. The meeting was privileged to hear presentations from a former trade negotiator, industry, parliamentarians, trade unions and non- governmental organisations.

Hi. This update is in two parts. The first consists of observations on recent developments in the World Trade Organizations negotiations leading up to Cancun, most of which are based on data generously shared by my colleague Aileen Kwa, Focus on the Global South's point person in Geneva. The second part sketches the global context against which to place the developments at the WTO.

Last 15 and 16 of November, we came to together in Mexico City as a broad spectrum of Mexican and international civil society organizations and held a strategy session to discuss our approaches to the upcoming 5th Ministerial Meeting of the World Trade Organization (WTO), which will be held in Cancun, Mexico from September 10 to 14, 2003.
