Statement by Film Makers, Intellectuals, Journalists, Writers and Concerned People against Police closure of Anti-ADM Film Festival
We strongly condemn the sabotage of the film festival 'Images of Resistance-Asian Destruction Bank', scheduled to be held at NISIET, Yusafguda, Hyderabad from May 3rd to 6th 2006 by the Andhra Pradesh government.
The festival, organized by the 'People's Forum Against ADB' a coalition of 97 organizations from different parts of Asia, had to be called off due to severe pressure from the Hyderabad police.
The reason given for canceling the booking of the festival venue by the directors of NISIET, an institute owned by the Indian government, was that 'we cannot allow anti-government activities from government premises'. Since when has opposing the ADB become synonymous with opposing the Government of India?
Instead of resisting pressure from institutions like the ADB and World Bank to implement economically and ecologically destructive projects government the AP government is instead cracking down on the democratic rights of ordinary citizens.
The closure of the film festival constitutes a grave attack on the freedom of expression of not just film makers but also that of dalits and adivasis, whose struggles for protection of traditional resources, and public sector workers, whose fight against privatisation, the films portrayed.
We express our support for the right of everyone to communicate these voices among all available platforms. We call upon concerned groups, individuals, media people, filmmakers and other civil society organisations to protest against the violation of democratic norms by elected government acting on behalf of the Asian Development Bank.

The Asian Development Bank held its 39th Annual Governors' Meeting (AGM) in Hyderabad, India, from May 3-6. It was after several years that an ADB AGM was held in an Asian country where protests are possible. Planning for the counter events started in early Sept 2005, but only picked up speed in January 2006. In a regional planning meeting in Hyderabad in mid-January 2006, the Peoples' Forum Against the ADB was formed. In Shillong the Forum website was launched http://www.asianpeoplesforum.net. A Call to Action was also finalised and signed by 97 organisations and movements from across Asia.
The Peoples' Forum Against the ADB (PF) held a series of events starting with a press conference on May 2, and ending with a closing plenary where a peoples' pledge (also called the Hyderabad Pledge) was adopted. The PF programme included events organised directly by the PF, and also by other organisations such as APMDD (Asia Pacific Movement on Debt and Development) and Bank Information Centre (BIC). The PF programme consisted of an inaugural plenary, a plenary on Displacement, a forum for elected representatives called "Reclaiming Democracy," a protest march and rally, a plenary on Militarisation and Development, a sit-in protest in a public site, and three press conferences on May 2, 4 and 6 respectively. APMDD held seminars on power and water privatisation, and BIC held a special session of testimonials by project-affected peoples.

The Andhra Pradesh government denied permission to organise a film festival 'Images of Resistance-Asian Destruction Bank', scheduled for May 3rd to 6th 2006 at NISIET, Yusafguda, Hyderabad. The festival, organized by the 'People's Forum Against ADB' a coalition of 97 organizations from different parts of Asia, had to be called off due to severe pressure from the Hyderabad police.
A panorama of documentaries and short films against the pro-rich and anti-poor policies advocated by the Asian Development Bank (ADB) were to be screened in Hyderabad from 3-6 May at the NISIET Open-air amphitheatre in Yusufguda. The festival titled 'Images of Resistance & Asian Destruction Bank' would have covered a wide number of issues ranging from privatization of energy and water in South Asia to the displacement of indigenous people by mega infrastructure projects throughout the region.

We are the Peoples’ Forum against ADB (PFAADB), an alliance of 97 social movements, struggle groups and NGOs from across Asia. We write to you from the city of Hyderabad in India where thousands are beginning to converge to protest the Asian Development Banks 39th AGM (3-6 May 2006). As we issue this appeal to our friends across the globe, hundreds of activists from remote areas in Assam, Arunachal Pradesh, Manipur, Meghalaya, Nagaland, Mizoram and from Chattisgarh, Madhya Pradesh, Maharastra, Tamil Nadu, Jharkand, Kerala, West Bengal, Rajastan, Uttar Pradesh, Karnataka and Andhra Pradesh are on buses and trains on route to this city. PEOPLES FORUM AGAINST THE ADB The Asian Development Bank will hold its 39th Annual Governors’ Meeting (AGM) from 3-6 May 2006 in Hyderabad, India. Chaired by Indian Finance Minister P Chidambaram, Ministers of 64 ADB member countries besides 3,000 delegates are expected to attend the event. Hyderabad is bracing for what is being billed as one of the biggest international meetings hosted by India. Chief Minister YSR Reddy has directed his administration to spare no expenses in making the event a success, even going to the extent of prohibiting protests near the venue.
