On 3rd December 2005, the Indian Peoples Campaign against WTO (the WTO Wirodhi Bharatiya Jan Abhiyan) organised a National Convention on the WTOs Hong Kong Ministerial at the Constitution Club in New Delhi. This meeting was chaired by Mr. AB Bardhan of Communist Party of India and attended by more than 300 people from different political parties, peoples movements, farmer organisations, sectoral unions, student unions and ngos. Some of the important speakers include Mr. VP Singh (former Prime Minister of India), Mr. Prakash Karat (Community Party of India Marxist), Mr. SP Shukla (Convenor, Indian Peoples Campaign against WTO), Mr. Surender Mohan, Mr. Manoj Bhattacharya (Revolutionist Socialist Party), Mr. Depanker Bhattacharya), Mr. Devrajan (Forward Bloc), Ms. Vandana Shiva (Navdanya), Dr. Sunilam (Madhya Pradesh Kisan Sangarsh Samiti), Ms. Amarjeet Kaur (All India Trade Union Congress), Mr. Yudhvir Singh (Bhartiya Kisan Union), Mr. Kishanbir Choudhury (Bharat Krishak Samaj) Mr. Jagjit Singh Layalpuri (MCPI) and others.

Mr. Karat said that this government is avoiding a discussion on the WTO in the Parliament but we will definitely have a discussion before the Ministerial starts in Hong Kong. Mr. VP Singh said that we talk of transparency and democracy in WTO, but what transparency and democracy does this government fallow on the WTO domestically. What sovereignty does the Indian Parliament has that it is denied of any discussion on the WTO? We must have ratification by the Indian Parliament of all international agreements which Indian government signs. We must ask this government about the promises it made on the WTO. Unless developed countries eliminate their subsidies and finish off all boxes for domestic support we must reinstate quantitative restrictions on imports.
Mr. Bardhan also said that we would never accept any commitment given by a Indian Bureaucrat or a Minister commit in the WTO unless it is properly discussed and cleared by the Parliament. Mr. Bardhan said it is only two weeks is left for the Ministerial to start but so far no discussion has happened in the Parliament. He requested the Opposition Parties especially the Bhartiya Janta Party (BJP) to stop discussion on the Volker Committee Report and allow discussion on the WTO in the Parliament. 

The Abhiyan also gave a call for a Peoples March in Delhi against the WTO and its policies from Mandi House to the Parliament on 13th December, starting at 10:30am. The Abhiyan also requested the state level WTO campaign committees to hold convention and dharnas (protests) in the states during the Ministerial from 13th to 18th December.
