Prior to the 14th ASEAN Summit in Bangkok, civil society organizations and social movements from all over the region will gather together for the ASEAN Peoples' Forum, a People-to People platform to discuss common issues confronting the region, and to articulate and strategize around peoples' aspirations and alternatives for ASEAN and the ASEAN people.

During the 13th ASEAN Summit in Singapore in November 2007, ASEAN Leaders signed the ASEAN Charter, or what is touted as the Constitution for the regional association.
The ASEAN Charter specifies lines of responsibility and obligations of members, establishes new mechanisms for operations, as well as mandates a revitalized ASEAN Secretariat. On the same occasion, the ASEAN Economic Community (AEC) Blueprint was also signed. The blueprint lays down the commitments and timelines for economic liberalization and integration in ASEAN. Both documents can be considered milestones, and have significant implications on the life of ASEAN peoples and communities. But they have been signed without meaningful participation or involvement of ASEAN constituencies, through processes that have not been transparent or accessible. Still, two more documents -- the ASEAN Political Security Community (APSC) Blueprint and the ASEAN Socio-Cultural Community (ASCC) Blueprint -- are being drafted without active scrutiny from civil society. These two blueprints will supposedly complete the requirements for the realization of the ASEAN Community. In its haste to formalize itself and its processes, ASEAN has neglected to bring the people along with them. This one-day forum will provide updates on ASEAN and interrogate its various initiatives. It hopes to even out understanding of regionalism and answer the question of whether regional responses are necessary, and if so, what appropriate regional responses can best serve the interests of the people? Finally, it will try to surface ideas of whether it is possible, and what proactive people’s actions are necessary, to build an ASEAN Community we can aspire to.
