A dark cloud on the anniversary of the bases’ rejection: WikiLeaks Confirms Focus on the Global South Report on US Military Involvement in Combat

Today, September 16, 2011, the anti-US Bases movement in the Philippines commemorates the 20th anniversary of the rejection of the 1947 RP-US Military Bases Agreement. But even if this commemorative event is being conducted in a celebratory mood, it is also marred by recent WikiLeaks accounts, which confirm what we have been claiming these past years—that the US military presence in the Philippines, in fact involvement in local defense and security actions, is indeed very real. The Wikileaks accounts confirm too the reports that Focus on the Global South issued in 2007, "Uncovential Warfare," which documented that the US military has actually been involved in direct military combat in the Philippines—in direct violation of the Philippine constitution. Piecing together documentary evidence from the US military as well as from eyewitness accounts, these reports were among the first to expose the presence of a special US unit called the Joint Special Operations Task Force which has actually been continuously deployed in Mindanao for the past 10 years, contrary to US and Philippine government pronouncements running back to 2001. In 2008, the Mindanao-based Ctizens' Peace Watch conducted a Fact Finding Mission yielding similar evidence of US military structures in Zamboanga and the sighting of American soldiers in actual combat. The Task Force's presence in Mindanao has also recently been confirmed in an article in the Washington Post. The Wikileaks accounts confirm Focus’ contention that the US and the Philippine governments have been engaged in an effort to cover up the nature of the deployment. According to the Wikileaks cables, US officials were instructed to deny involvement in combat when asked by the media.

In response to the disclosure of the WIkileaks cables, Focus on the Global South today said:

"Now that the Visiting Forces Agreement (VFA) is under review in the Philippine Senate, it is critical for us in the people's movement that advocated and struggled against the US bases not only to pursue the implications of the Wikileaks reports but to elevate our struggle towards revising our foreign policy and put in place one that is principled, and that truly honors and promotes our independence and sovereignty as a people and nation.
The rejection of the bases treaty was indeed a historic event, a triumph of the people's movement and the Filipino people to have helped push the Senate's rejection of the treaty in 1991.  This 1947 agreement had allowed the United States to extend the stay of its bases in the country for 99 more years until 2046 if it wasn't for the persistent struggle of the people's movement and the Senate rejection.

The Philippine government, now under President Noynoy Aquino, cannot just have business-as-usual relations and engagement with the United States, enticing US economic investments while ignoring the implications of continued US military presence for our sovereignty and even our own security. The blatant disregard by the US government of Philippine law during the rape case filed by a Filipina against its soldiers in 2006 should remain a grim reminder of what the US can do to advance its interests."#

Focus awards video grants to youth, women and professionals

Focus on the Global South-Philippines held contract signing with the grantees for its EDSA Mo, EDSA Ko video grant initiative August 18 at Café Via Mare, Asian Studies Center in UP Diliman. Each grantee is entitled to a seed fund to produce the film proposal submitted to and chosen by Focus on the Global South.  The winning applicants are : Eva Aurora Callueng (Women's category); Angela Garrido (Women's category); Andrea Regine Reyes and her team members Vianca Baliao, Mia Sinaguinan, Marge Calingo, Desiree Carillo, JJ Collins, Jam Tuazon, Therese Umali, Randy Valdez, Christa Balonkita from Miriam College (Youth category); and Eloisa Sanchez with Richard Legaspi, Seymour Sanchez and Hubert Tibi for the Open category. Jenina Joy Chavez, head of Focus on the Global South-Philippines, signed on the agreements on behalf of the organization.

End the US-led Armed Intervention in Libya

Focus on the Global South supports the democratic opposition in Libya that seeks to end the 43-year-old dictatorship of Muammar Gaddafi.   Focus shares the Libyan people’s desire to be free of a corrupt and repressive ruler who does not hesitate to employ massive force against his own people to hang on to power.

Condemn Israel

Focus on Global South condemns in the strongest possible terms the attack made by the Israeli army early morning of May 31 on an aid-carrying flotilla bound for Gaza. This is violence committed against civilians who were on a mission to bring humanitarian aid to Palestinians. There was no reason or justification of whatever kind for this military action.
Media reports place the number of deaths at more than 10, with dozens more injured.

Dubbed the Freedom Flotilla, the convoy comprised six (6) ships with 600 people on board, including human rights activists, a Nobel laureate and several European legislators. The flotilla was on a mission to ship 10,000 metric tons of humanitarian aid, including cement, medicines, school supplies, among others to 1.5 million Palestinians in the Gaza Strip who have been deprived of basic necessities and social services since the Israeli government imposed the embargo on the Palestinian community in December 2008.

Focus supported the formation of the Freedom Flotilla, contributing one of its staff members, Thomas Sommer, to the mission.

Solidarity with the Mindanao Tri-People Women Resource Center (MTWRC)

On the evening of March 10, just two days after a successful celebration of the international women's day in the streets of Cotabato City in Mindanao, the office of the Mindanao Tri-People Women Resource Center (MTWRC) was caught up in a fire outbreak that started from a neighboring abandoned house. Fortunately, the colleague who was sleeping inside the office was able to escape the fire. And with the intervention of the Bureau of Fire Protection, the fire was extinguished before it completely burned down the office.

However, the fire seriously damaged the office of the MTWRC, with all aircons, electricity and communications lines destroyed and the printers and computers severely burnt. Adding to the shock and the worries of the members of the Center, next month, the MTWRC will organize and host the 4th Mindanao Grassroots Women Conference, which will gather participants coming from all over Mindanao. Despite the tragedy, our friends from the MTWRC are committed to continue their work. They need our solidarity and help. They specially need office equipments.
